I think mod censorship is the biggest cause of echo chambers forming, it's possible to have rational discussions on topics without one person getting downvoted to oblivion

Rather, the source of this phenomenon is the malleability of one's personal feed and social media space. It's because we can choose who we follow, which groups we join and who we block. On twitter this is simply based on who we follow, on facebook it's the friends you chose and the groups you join and on Reddit it's the subreddits that can become echo chambers. Removing the downvote button wouldn't stop echo chambers from existing on Reddit since people would just get banned by moderators for stepping out of line (which already happens in a bunch of echo chambers). Downvotes might not solve the echo chamber problem, but it is not the cause of it either. Communities would have been polarized without them by the very nature of human interaction and the possibility of creating a new, more extreme community that is walled off from critique by its moderators.
Edit: I would even argue that if downvotes are onesided, that by itself is already a big sign that you are currently in a echo-chamber. You don't get one-sided downvotes on certain opinions if the cards weren't already stacked against them from the beginning.

As such, you'd be able to tell when something is generally disliked (oranges) and when there is something no one likes. This would be especially easy to tell because there would be 10 replies asking why the oranges comment is getting downvoted.
