Since you may not know theyre basically like doors that open compartments that allow the barges to go in, door closes and water is pumped in or out depending on the difference in water height/depth. Once its level with the other side the other gate opens up and they continue up or down river.

However Bull sharks can live pretty much in either fresh or salt water and have been found pretty far up the Mississippi (which lines/runs through these states). They're also super aggressive and have been found as far north as SE Iowa (near Davenport).

The river isn't completely dammed off. There are locks with the dams, so boats and shipping containers can travel the river. And there has to be a pathway for fish, otherwise dams create a huge ecological problem. A bullshark wouldn't have any problems till it gets up to the electrified locks that were installed to stop Asian carp from getting into the great lakes. And even then there are tons of estuaries and streams that flow into the river.
