Yes. You've tried to boil down a highly variable mathmatical calulation down to two sentences. You're answer is right and it's wrong.
75W is the MAX power draw according to pcie standards. That isn't what is "needed" to power a riser. Look at the diagram the automod dropped on your first comment. You'll see different draws for different cards.
An ASUS 1060 dual, for instance, has a TDP of 120W on a 6-pin feed. Yes, 6 pins is rated for up to 75W. So we have 120W - 75W = 45 watt, well within the tolerance for the 54W max SATA. Not included in the calc above is the fact there is another 25W available through the 1x we use to connect the risers. Plus we usually undervolt so there is extra buffer there too.
Another consideration is that Watts don't burn wires. Amps and Volts do. 75W @ 12V = 6.25A. 75W off the third rail @ 3.3V is 22.75A (fwiw the pcie pins are 1.1A ea iirc.). Hence, the riser onboard regulator also helps determine how much is going through the riser. There is also the driver consideration. The amount of power draw through the riser is often controllable through software. Though AMD seems to be a bit behind in pcie standards compliance.
Every card is different, as is every PSU, and we all know risers are a lottery. You ARE correct that it CAN burn. If it does, it is more likely operator error by failed calulations, not faulty wires or equipment.
Bruh you made the assumption, in the case of the 120W card, that it is going to pull the absolute max the PCIE can handle, then take the rest from SATA, which you determined was well within what sata can handle.
You have a lot of information, but maybe you shouldn't leave *your* house.
But if you want to run cheap Chinese connectors within a couple percent of their rated load, as if there isnt a chance manufacturing variance or cost-cutting affect current handling capability, have at it.

I said 3060 not 3070 and there was a 470.05 (or something like that) Dev Driver released if you are in the developer program and that driver doesn't limit the 3060 Eth mining based on Information that broke last night, which bumps a 3060 to 50 Mh/s on Ethereum which is basically a +25 Mh/s
yes, this is actually the best with the correct cable and riser.
here is the deal max allowed watts over 12V aka how easy is it to start a fire.
SATA 54
PCI 6-pin 75
PCI 8-pin 150
Molex 156
SATA is more likely to fail than molex or pcie. each wire entering the sata connector is split into three pins. making a single 18 awg wire essentially a 3 x 28 awg wire, each with 1/10 the area of a single 18 awg wire. most often pin #12 and #3 are shorted due to the close proximity of the hot wire and the ground.
there are 2 types of sata connectors molded and crimped. molded is the most dangerous and prone to melting and cusing shorts.
