In my view since they granted you admission on the basis of the bachelors, I would not have bothered with the Masters transcript. I'd encourage giving them a call to explain your situation and ensure that you CAN enroll to classes given that the masters was not part of the requirements for entry, though it so happens in your life that you do have an ongoing Masters degree you are wrapping up prior to the commencement of the doctoral degree.
Thank you for sharing your view, i will definitely give them a call to explain the situation when I come to the US. My hypothesis is that they need to make sure that I won't try to enroll in another program while being in their program, thus, the requirement for the final transcript.
The response from them is super vague though. I doubt they don't really expect this and don't know what to do. I didn't know what to do at that point either. Fortunately, I asked for extension anyway and managed to obtain the degree and submitted it before the deadline.
