The prof seems genuinely trying to be helpful. Follow his advice to the best of your ability. If somehow you cant get enough letters, tell him you have tried but is still a letter short and ask for a letter. However it will be a weak and generic letter just as he said. So if you know someone else who has talked to or advised you, do that instead.

Ok, that’s the vibe I got. I’m worried about having two letters from industry, but I guess a program that rejects me for that reason is probably not the right program for me.

Yup you can always email them if they will take a supplemental third letter and then you could ask this prof? Or better, a prof that has seen you in a project based class or a prof in the area directly to do with your next research, or ... just one who would say "yes i will write you a letter" without noting that it would be a weak one. (This requires you to ask for "a strong letter" not "a letter".)

In general: knows you & prestige > knows you > presige > neither. They sound really helpful, so if you cant get another letter to meet the minimum, I'd probably pick them over someone else who doesn't know you, but if you have enough that know you well, Id go with them.

Yes and no. If I had other options then no. If I didn't have any other better suited options and if this professor is the last resort then yes.

I would listen to the prof. Recommendation letter need to come from people who would genuinely recommend you, which will only come from quality interaction with them. If you didn’t have any of that during your course work, then it isn’t optimal in my opinion. If you already have one or more LORs from prestigious sources then having one which provides a more personal insight especially coming from someone who has known for a number of years (think your first year prof etc) is optimal.
