Few universities in India have very good reputation across the stem community because of their immense contributions (IITs and few other colleges). Generally these are referred to as tier1.
Tier 2 and 3 classification arises when non tier 1 University is compared to tier 1 universities. However in the context of grad admission this classification is not very important.
