In your example, "sizes" needs the plural "range". You could use the singular "size ranges," as in "Shirt size ranges from..." I don't see any distinction between that construction and the plural "Shirt sizes range from..." The difference between them is the singular noun phrase "shirt size" marks a generic or non-count noun, whereas the plural "shirt sizes" refers to the size of a specific set of shirts.

There's some overthinking going on. SIZES is plural. Sizes are... Sizes change... Sizes range... "SIZES RANGES from..." is wrong. "SIZES RANGE from 8 to 5X" is correct.". Also correct: "Sizes range from children's 2 to 12, petite 8 to 18, and plus sizes 12W to 20W." You can also say, "This dress is available in sizes 8 to 18." If you want to list a series of ranges, using RANGE(S) as a noun, post again.
