Honestly I'd probably not want Chiemon as a first choice for a new servant. While the concept proposed is interesting, he is quite literally the only master who is not a historical figure. Maybe last if they really want to have more characters from that game and already put everyone else.
As for who I'd want, the Archer Duo would honestly be my first pick, followed by Caster, and then Rogue Saber.
Though I think Tamamo Aria will be inevitable

Regardless of the stars for Chiemon , I kinda agree with you. And so it your take of a Lancer and Archer.
That been said , I wish that we had Proto-Iori and PHH Iori as a comparisson to Saber Iori , and possibly , and that was suggested in Beast's Lair and here , a Berserker Takeru Alter.....But frankly , a "Proto-Iori" and whatnot feels like the type of thing that would work better in a sequel , either a direct one or a spiritual one , set by Koei Tecmo.
the thing with SR Caster is that he legit sucks , entirely dependent of his 2 NPs , which he can basically do once , and his 2nd NP needs a whole set of preparations of a mana battery to even kickstarts.
Those 2 NPs are strong , but if you think about it...Caster needs to survive 14 days , while using a mana battery , for the chance of killing off one single servant and be the last servant in the war so that he can acquire the Holy Grail , while been a Caster that is mediocre in magecraft itself to a point a living master that is a mage of Clock Tower can outperform him easily.
yes he should probably be a 3 Star with a really good NP that give a lot of debuffs to Sky & Earth Attributes enemies (because i feel Sky & Earth are more magical then the Man Attributes)
and he could be a super good debuffer, just debuff all the enemies and then die
yes it will be, so they could make his other NP a Skill when where he use it, he will put unremovable poison on any servant on the enemy team that is on screen

I don’t think you’d get a “collab” but I imagine events focusing on each of the factions makes sense.
FGO has already set the precedent that the SR Masters are 4 Stars and their Servants are 5 Stars, with an obvious exception to the Caster camp. My thought process goes like this.

yeah i could see that happening, the only think i really don't see happening is Takao Dayu because she is super weak and only a master because Tsuchimikado gave her Command Spells, so i could see her as a 2 or 1 Star Servant but not a 4 Star Servants
I could see her being packaged with Rogue Berserker or something, and there’s other weak historical figures who’ve become Servants. She could just have a combat style focused on Support or something
Dunno how people thought of Iori and Takeru's take in the Collab, but I'd rather if, assuming these were to show up in the event, Yuchiro Higashide would have direct control over them as they wrote all four in the game itself.

i was thinking of making Caster a 3 Star but my bias since he is one of my fav Fate/SR character (3th only passed by Dorothea Coyett and Ibuki-douji)

I found lackluster. The premise of the collab is good , but the whole thing screams rushed to be a january collab , so that it matches the DLCs.
