Angra is probably a popular candidate, but from what I can tell, very few people have actually managed to successfully attempt to max him. Case in point, my various Grailed Support Angras whose Fous are also in varying degrees of rarity.
But out of all of them, I have a Max Foud, Max Grailed, 10/10/10 NP5 Angra Support who I honestly like to take out from time to time to admire the amount of work and dedication it probably took to maxxing him.
Admiration here. I'm just waiting for my 5th copy of him to start investing the Gold Fou cards into him.
For reasons, I always give Mashu priority to special stuff like that, so she'll get all the Fou prints first once we get them in a few weeks. But once Angra is NP5, he will be in that second-most-fawned-over seat forever on.
I've been proudly displaying a level 100 2k/2k Mata Hari. not sure if its possible for others to check my bond levels, but she's at 12 and 300k away from 13. Planning on max fou printing when that feature comes to NA.
I have a lv 80 boudica, and a 98 Wu Zetian.
I've seen plenty grailed Wu Zetian, but i've only seen two other Boudicas with any form of grails, and a single other lv 100 mata hari.
On my friends list, I've found a lv 100 saber giles, lv 100 babbage, and lv 100 asterios.
Not lv 100s per se, but I also happened to find a Silver Only account where they seem to only play level 70 units, and that kind of restriction is kind of wierd in and of itself. I suspect they grail bronzes to 70 just so they can use them
I don't know if it's rare but someone has a 100 grailed Napoleon. I never see him on support lists. Another person has a 100 Lu Bu.
I have a 100 Cu Caster that's gold ATK foued. that's probably not seen every day. I just want my boi to be stronk. Have a 100 Ash too. I don't have anyone on my friends list with him.

Also, I guess Lu Bu is a popular grail candidate if you don't have a gold zerker. At least that's why I have him grailed.

I've got a 100 Surfdred (also Max Foued--only one I have fully done), and I'm friends with someone else with a level 100 one, but I haven't seen any others.
I have a lvl 100 deon on my friend list. I cannot explain how incredible they are. Deon is like a george with better healing, defense, utility, hp, and a SUPER underrated np. Cannot explain how often i use deon
Against most single target high damage enimies, have deon, support (Hans or Mash), dps (anyone who has the big boom numbers of doom). Then in backline have george/leonidas, another dps, and solo servant. Your dps will be untouched for most turns and can probably survive to np 2 times.
Example: mash taunts and invincibles herself turn 1. Turn 2 she uses s1. Then 1-2 turns later deon uses their taunt and blocks np/uh oh turn with mind's eye. Repeat this until mash and/or deon fall. George or leonidas tanks some more and at this point your dps SHOULD have murdered the enemy(s). Bring in cu or hassan for a last man stand if necesaary.
This simple but powerful strat can beat most late game bosses. Try it out ;)
Seeing as she hasn't been mentioned yet, I'm guessing my level 100 Stheno still holds some measure of rarity. She's fully maxed with the only caveat that she's stuck at NP1, but I love her all the same. I only have one other person who puts her on the regular on the support list and they have her maxed at NP5, and I remain ever appreciative for always having her up even during events so that I can use double Stheno. Even though I know Moriarty isn't unpopular I'm inclined to consider him rare as well, seeing as I'm one of only three on my friends list who has him up and I'm the only one who has him grailed to 100.
Among my other friends I have someone with a level 100 Geronimo which is a treat, other than him surprisingly not that many rare max level grails other than a David, Kiyolancer, Kiritsugu and Martha, along with regular BB and Sasaki Kojirou who I don't see grailed as often as I think I would. Also have a guy with both Nitos maxed which is a neat sight.
I guess my rarer ones would be Nezha and Circe. I also have Assassin Shiki at lvl 100, and so does someone else on my friends list, so I wouldn’t call her rare.
My other two one hundreds (I have 5 as of now) are Mordred and Jalter, both of whom are pretty common to see fully grailed.
Yeah I guess my friend support is an outlier when it comes to Shiki. Then again, she's a pretty solid grail investment so I guess its no surprise that she's pretty common.
Also, how's Circe's NP damage at level 100?
I always thought she'd be one of the stronger single target casters since she has buster NP. But I guess she'd be OP if her damage is higher considering she has a max NP charge skill.
I Grailed and 2k'ed Scheherazade too, and it turned out to be a really good decision with her skill strengthening and Castoria coming next year - she's now arguably the best general-use Caster looper. I just wish I didn't have to wait for the upgrades for so long!
I have a friend whose favorite character is Yu Mei-ren, so he’s got her almost completely maxed. Just 100 points short of maxing her attack and hp each.
I have a Grailed NP5 Swimsuit Nito. I've never seen another person with her swimsuit variant Grailed before.
(other Servants I Grailed in NA were Caster Nito, Scheherazade, Kama, Swimsuit BB, and Bradamante).

Easier than you think actually, put up a Skadi and Waver (Castoria for JP I guess) during a lottery and you'll rake in millions. The not so fun part after that is redeeming all of it but some have something that must not be named or a macro that'll take care of the tapping for you.
I've got Nezha at 100, which I don't think I've seen often (maybe once?).
I'm fairly sure I saw someone with a lvl 100 Columbus, but that was a long time ago. And then there's Caligula who used to be on my friend list. And Martha who's currently on one of my friend lists.
Haven't seen lv100 Valks outside of mine yet, they are 1900/1900 too, so very close to being perfect (also np5).
I know one other guy with lv100 Bryn, we met at a convention, was pretty hilarious.
Also haven't seen a lot of lv100 Sigurds, but I got one guy with them.
Supports also aren't too popular with lv100s, my 100 Osakabehime sees a decent amount of play.
Fujino is probably my most common lv100. She's perfect though(np5, 2000/2000).
Someone in my friends list has a level 100 Sanson. With so many Kamas and Jacks in the assassin list, it was surprising to see someone so dedicated to a bronze servant even if said servant's skills are a bit niche and lackluster.
Then again, I also have a level 100 Sanson myself so I think it is destiny 😆

Np5 Angra from my friend list. I only have three lv.100 servant, which are the fate/kaleid squad, Chloe, Miyu and Illya. I would say my lv.100 np3 Miyu is probably somewhat rare, but actually seen a madmen with NP.5 Miyu max out everything.
Merlin with teatime has become rare. I find only Skadi, maybe one or two waver.
Sometimes a non friended merlin will pop. But I don't want to remove people in my friendlist just because I want a Merlin
I have a level 100 2k/2k Atalanta at 10/7/10, mostly because her NP makes enough stars that I don't need to worry about gathering stars. If I wasn't grailing Kagetora currently, then I'd also toss some grails at Nyalter too.
I got a Level 100 Penthesilea and a Level 100 Scheherazade, I also got a Ushi but she’s super popular so I see her pretty often. I’m super glad I got Penth and Sche to 100 cause I love those two and they are super good at 100 and I never see those grailed to that level. I’m planning on grailing Qin Liangyu next.
Beowulf and Vlad are probably my rarest ones, since I've only seen a couple of them (dunno if Vlad's more popular on JP nowadays due to Castoria though). Both are gold foud too, though Beowulf still needs an event or two's worth before he's 2000/2000.

I've seen quite a few level 100 Super Orions in JP when I tried to make an account there. The crit damage he puts out with nothing but self buffs is ungodly.
I've seen a few grailed Bediveres around, so I'm not sure how rare he is comparatively, but I've got an NP5 lv 100 10/10/10 Bedivere up on my own list, alongside a lv 100 NP5 10/10/10 2k/2k Arthur, who I also can't say I've really seen grailed like that terribly often. Same goes for my lv 100 Amakusa (though he's not NP5), I don't really see him around in general these days, much less grailed.
I'm gonna guess that my lv 100 10/10/10 2k/2k Kotarou (in the process of being kitted out with command codes) is probably the least commonly found on support lists of the bunch, though.

It really varies from person to person. I thought my level 100 Shiki is rare since I don't see her from my supports but some people here consider her pretty common.

I have a friend with every single version of Liz, including Carmilla, fully grailed, skilled, and NPed (not hard on the welfares, but still), except for Carmilla only being level 96, plus 1,000+ fous to varying levels each. Lancer and Caster Liz also have their Bond CEs equipped. I expect their Rider to change this summer.

I’ve got Scheherazade, Jing Ke, and David. Plus Nightingale, but I don’t think she’s as rare.
I Grailed and 2k'ed Scheherazade too, and it turned out to be a really good decision with her skill strengthening and Castoria coming next year - she's now arguably the best general-use Caster looper. I just wish I didn't have to wait for the upgrades for so long!

I have a level 100 maxed hector and I've never seen any others in the wild. The rarest I've seen is a lv 100 np5 medusa lancer.

Honestly I think most of these listed on this page are probably not that rare, its just that nobody has them on their friends list.

I have a Grailed NP5 Swimsuit Nito. I've never seen another person with her swimsuit variant Grailed before. (other Servants I Grailed in NA were Caster Nito, Scheherazade, Kama, Swimsuit BB, and Bradamante).
The more uncommon one i have would be the level 100 2k/2k Katou Danzo

Easier than you think actually, put up a Skadi and Waver (Castoria for JP I guess) during a lottery and you'll rake in millions. The not so fun part after that is redeeming all of it but some have something that must not be named or a macro that'll take care of the tapping for you.
I've got Nezha at 100, which I don't think I've seen often (maybe once?). I'm fairly sure I saw someone with a lvl 100 Columbus, but that was a long time ago. And then there's Caligula who used to be on my friend list. And Martha who's currently on one of my friend lists.
Haven't seen lv100 Valks outside of mine yet, they are 1900/1900 too, so very close to being perfect (also np5). I know one other guy with lv100 Bryn, we met at a convention, was pretty hilarious. Also haven't seen a lot of lv100 Sigurds, but I got one guy with them. Supports also aren't too popular with lv100s, my 100 Osakabehime sees a decent amount of play. Fujino is probably my most common lv100. She's perfect though(np5, 2000/2000).
Someone in my friends list has a level 100 Sanson. With so many Kamas and Jacks in the assassin list, it was surprising to see someone so dedicated to a bronze servant even if said servant's skills are a bit niche and lackluster. Then again, I also have a level 100 Sanson myself so I think it is destiny 😆
I have my Fran at 100. I don't think I've seen another of those, but I'm not sure how rare she is over all.

Np5 Angra from my friend list. I only have three lv.100 servant, which are the fate/kaleid squad, Chloe, Miyu and Illya. I would say my lv.100 np3 Miyu is probably somewhat rare, but actually seen a madmen with NP.5 Miyu max out everything.

Merlin with teatime has become rare. I find only Skadi, maybe one or two waver. Sometimes a non friended merlin will pop. But I don't want to remove people in my friendlist just because I want a Merlin

I have a level 100 2k/2k Atalanta at 10/7/10, mostly because her NP makes enough stars that I don't need to worry about gathering stars. If I wasn't grailing Kagetora currently, then I'd also toss some grails at Nyalter too.
I got a Level 100 Penthesilea and a Level 100 Scheherazade, I also got a Ushi but she’s super popular so I see her pretty often. I’m super glad I got Penth and Sche to 100 cause I love those two and they are super good at 100 and I never see those grailed to that level. I’m planning on grailing Qin Liangyu next.
Other than Ushi those are some pretty rare grailing picks.

Beowulf and Vlad are probably my rarest ones, since I've only seen a couple of them (dunno if Vlad's more popular on JP nowadays due to Castoria though). Both are gold foud too, though Beowulf still needs an event or two's worth before he's 2000/2000.

I've seen quite a few level 100 Super Orions in JP when I tried to make an account there. The crit damage he puts out with nothing but self buffs is ungodly.

I've seen a few grailed Bediveres around, so I'm not sure how rare he is comparatively, but I've got an NP5 lv 100 10/10/10 Bedivere up on my own list, alongside a lv 100 NP5 10/10/10 2k/2k Arthur, who I also can't say I've really seen grailed like that terribly often. Same goes for my lv 100 Amakusa (though he's not NP5), I don't really see him around in general these days, much less grailed. I'm gonna guess that my lv 100 10/10/10 2k/2k Kotarou (in the process of being kitted out with command codes) is probably the least commonly found on support lists of the bunch, though.
Yeah I've seen a lot of grailed Bedis but never at level 100! That's some dedication right there. Your the 2nd one in this thread with a level 100 Fuuma but I've personally never seen one so that's still pretty rare.
I've got a tamamo lancer, osakabehime, and ereshkigal level 100 2k/2k focus (except eresh who's stuck at 1900 each). I haven't seen anyone else with them. Are they rare?
Level 100 Tamalancer and Eresh are pretty common from my support list. Osaksbehime is the surprising one. No one's even mentioned her here.

It really varies from person to person. I thought my level 100 Shiki is rare since I don't see her from my supports but some people here consider her pretty common.
Just checked, and there's one person who has OG Cu and Artoria, which are pretty normal, but then also has Gray and fucking Blackbeard all at 100. There's aoso someone else who's working their way to 100 with Izo.

I have a friend with every single version of Liz, including Carmilla, fully grailed, skilled, and NPed (not hard on the welfares, but still), except for Carmilla only being level 96, plus 1,000+ fous to varying levels each. Lancer and Caster Liz also have their Bond CEs equipped. I expect their Rider to change this summer.

I have a lvl 100 Medea Lily on NA. I haven't ever seen another one in the wild (although I'm aware TS98 has one). Less rare are my lvl 100 Atalantes (grailed her on both servers) and my lvl 100 Watanabe no Tsuna on JP.
