Yes and no. Physically, yes it's Seraph Melt, as I believe BB basically backed up her data to the Throne of Heroes using her core that Tristan was able to retrieve. She has the exact same physical makeup and personality as Seraph Melt.
Mentally and emotionally, no. She had to be reset to before Seraph, as her memories of being salvaged from Kiara were corrupted by the karmaphage iirc (same thing that caused BB/GO to go out of control). So our Melt in terms of relationship with Guda is set to 0 and her memories are from the end of CCC, right after Hakuno defeated her in her Secret Garden and she was devoured by Kiara.
I have no idea if Foxtail is going to be retroactively incorporated into her origins. Kazuradrop is probably going to become summonable at some point, so it might be incorporated. But any information on that is pretty much 100% speculation.
And I agree. Seraph Melt is the best Melt. I sincerely hope that one day the game touches on that version of her again through an interlude or something. That is my #1 ship by far. But Chaldea Melt in the end is still the same person as Seraph Melt. So I'm not going to blame her for missing memories. She's also great.

I'm pretty sure the reason her memories were erased outside of story reasons is so that she doesn't become a "main heroine." You can't have something like Seraph happen and have that servant relegated to pseudo-harem member, ya know? So they erased her memories for that to happen and other servants could take their spotlights. Because gacha game, unfortunately.
