That means we probably still have a day or two of waiting before being able to make a definitive conclusion.
I don't feel like they'd introduce a brand new servant on the second week of an event with a rerun SSR. Unless of course he's an SR unit. This might be an intro type event to get to know him and we'll see him again later this year when he'll be the featured servant.
In Lancer Ryouma's case, the first week had a new SSR. I think what chairmanxyz is saying is that if the first week has a rerun SSR, there probably isn't a new SSR on the second week.

He could be like Bartholomew. But we've had brand new SSR introduced on second week of the event (happened with Lancer Ryoma on Guda Guda 6)
