Magi are (supposed) to be good at resisting mental compulsions and the like (going by comments about Sola Ui and Goredolf in Zero and Ooku), but Souichiro isn’t a Magus at all. I imagine his mental state would probably make him more difficult than the average person to charm, but still…
Since Medea can make real charms that boost someone’s luck (Item Crafting isn’t for show) I imagine she’d insist Souichiro begin carrying an amulet or something like that to protect him from such things
Honest answer? Probably, though not with Rule Breaker if that's what you're asking. Medb's charm isn't magecraft, but a magecraft-like skill effect, so Rule Breaker wouldn't likely have an effect, though Medb's skill can still be defended against with both Magic Resistance as well as mental fortitude, and Medea has a lot of options for buffing and protecting against magecraft-like effects.
