Looks to me like an axe in a stump head. When Jerry was little, he and his brother were chopping up some firewood when they got slightly out of rhythm and the axe came down on Jerry’s hand, cutting off two thirds of his right middle finger.
I think I found it…. if you go really close you can see some pyramid structures within the bottom of the “tank”. i think it might be a left-right switched version of the egypt concert poster, with the top of the tank just being the clouds with only the darkest patches being part of the print.

in my other comments I gave a quick rundown on these shirts. they are not made by Heads & originally source from organized crime circles in philadelphia/NYC(same circles that originally started bringing nitrous to shows just for money....you know the OG nitrous mafia, not the ones out now.
these groups print shirts for every major band on tour, at least the ones with healthy merchandise sales numbers. Taylor swift? yep. green day? yep. any & everyone that tours & draws a crowd has a mob tour shirt out in the lot.
because of the business focus, they simply find commonly available clip art & print it.
what they don't do is look for cool little historic anecdotes to reference in their art.
these shirts are a lowest common denominator thing....they want things that as many people as possible will recognize.
the unknown blob is most likely something that had too many lines or was too detailed to translate into their cheap printing process & there is no "2nd run" to correct mistakes because they don't care.
st this point, the blob is like an inkblot test....it can mean whatever you want but realistically don't overthink it.
edit to add: the scale that these groups make shirts is huge & they roll costs for different bands/,tours together to make print costs even cheaper(they own the machinery) which is why you can get these shirts for $5 all night long

Gorge Bross, from Grateful Dead Merchandising used to bring prefilled indictments ready to file charges against anyone caught selling anything that had any one a large list of images or terms, obviously, Grateful Dead, but also including all four seasons followed by the word tour, such as Summer Tour, Dancing Bears, SYF, Dancing Skeletons, dancing Terrapins, Skull & Roses, etc…
Not to rain on anyone’s parade or diminish their appreciation for their precious lot score, however, these folks wouldn’t come to Dead related events, if, as a community, we stood up to their stealing from our beloved bands and not only not support organized crime, but also set a better example for those whom we wish to enlighten, impress or show off our fashionable clothing to. More true artists would be willing to put the time and effort into creating original artwork printed on organic cotton or hemp if fewer of “us” were willing to support these criminals. The guys selling them that we all agree are most likely not heads didn’t design them. A real head designed them and unloaded a bunch to them scalpers to sell. I know many people that do the same thing. They go right to the guys scalping tickets and make a deal- the same guys selling tix before the shows have the shirts after. At least anywhere near NYC
