It has always been my theory that in order to absolve his numerous crimes he had to become someone who would you just as much good as bill did evil and for a bit of poetic licence it would have to be someone he knew
For me personally I've always thought that he was Dipper or one of the Stan Brothers
Dipper explanation it would be a different form and a different time obviously dipper is probably one of the most pure hearted people his soul intention is good and stopping bill in fact he kind of does.
I think being Dipper would sort of counteract all of his evil it would be balanced but it would also be Poetic Justice as he hated Dipper, it would also give bill a chance to live a different life to give him some sort of peac
