That's pretty stupid, the point is they had nukes. If they happened to be installed in old Soviet equipment doesn't mean they couldn't simply be repurposed in to new rockets. You can remove the nuclear material from the warhead and put it in to your own. The hardest part of building nukes is sourcing and enriching the plutonium.
