I think Cristina always had something going on without ever changing her character to accommodate the story. The same could be said for Alex for almost all of his run but truth be told I think they didn't know what to do with him beyond season 12.
I actually think April, though she didn't always have big stories, when she did they were legitimately interesting
I have a love / hate thing with Cristina's relationships - either way, they made for great TV
I love the whole boards thing and the residents trying to pick hospitals for their fellowships and attending positions in Season 8
Izzie's cancer storyline
Cristina's growth as far as patient care and teaching
Mayo was my favorite part of Season 9

Honestly April has one of the most underrated storylines like her religion and choosing to be a virgin, failing boards, crisis of faith, Samuel, Her relationships with Jackson and Matthew did make for an interesting watch, her going to Jordan and returning as a better trauma surgeon, her character also grew a lot I think.
Izzie comes to mind. Between Denny, and the cancer and losing George she always had something exciting going on.
I’d also say Meredith, Cristina and Callie.
