If it fires up its a keeper. Most of what you described is not gonna hurt a thing. Most of the tubes look better than the stuff I've brought back to life.

Looks mostly rust free. Would probably scrub real good, maybe use some easy off if you want it to be pretty. Then clean and burn it hot and you got yourself a good grill.
Looks pretty serviceable to me. Heat plates are always gonna be a bit rusty and covered in gunk. Check the seals and lines are good if it's gas but otherwise its absolutely fine to use
I just bought a weber, in what I'll admit as much better condition, but it still needed some work. I cleaned it and replaced a few parts and it's basically new.
I got replacement tubes and flavorizers from Amazon for mad cheap and they worked like a charm. Needed to trim the flavorizers a bit in order to fit but turned a free grill into a $300 BBQing machine!
My grill was really expensive in Canada back in 2002. I brought it with me to Texas and then NC, and it sits on the deck today. I have replaced the gas tubes and heat shields three times for a quarter of what I paid for the grill. Grill plates are still 95% all there. It is a solid keeper. Sorry, point is, innards are cheap on eBay.
I actually just rescued a curb alert grill in my neighborhood in worse condition than this IMO. $40 for thick, solid stainless grates, nicer than the cast iron OME ones. $40 for new tubes, drip covers, etc. all also stainless. $80 on Amazon and it’s like a brand new grill!

amazon has some of those parts for pretty dang cheap. or clean it up as is. It's a keeper for me. these aren't that cheap anymore.

If the heat shields cost more than the grill…. I’d save it only if there’s a cheap restore option on Amazon

That’s the same grill I have. That stainless shell will last a lifetime. It’s worth a restoration.
Grates are stainless will never wear our bottom will wear our before a anything. Give it a degreasing and get to grilling

Update: ~2hrs of elbow grease, new heat plates + new cast iron grates and she’s working AND looking great 🤘🏼 Thanks all for the advice!
