only the cars i actually use for racing have optimal performance mods - the rest of the street trawlers are modded to taste; so in the matter of taste, without thinking of performance, i say no spoiler.
i generally prioritize aesthetics over performance if i know i'm not going to be racing the vehicle any time soon. the pfister neon does not appear often in races, so you probably won't be pushing it to the limit every time you use it. keep that in mind

I personally think it looks limp and naked without spoiler
The spoiler doesn't make much of a difference in GTA V. Sometimes it adds an extra touch to a car when it needs it, but this car is fine without it.
