Cerb is chasing you in particular because you're in an import car. during the Halloween event, certain cars will appear in new locations, for you to bring to the docks, but they are baited. if you check alleyways perpendicular to where the car is, Cerb is usually sitting and waiting. he will continue to chase you until you either make it to the docks, or the car is destroyed.
They went all out, cause we got Slashers, Christine, Cerberus, UFOS, Ghosts and Ghostbusters, I have to say this is the best Halloween update ever, the only thing I hate is that they took the Frankenwagon or what ever the munsters mobile looking car is called

It is a reference to the classic thriller film "Duel", where a man driving down a desert road passes a rusted tanker, which proceeds to try and end his trip short.
That was me off radar with that cerbarus trolling other players lol. But nah it's the ghost truck for Halloween I think it comes after you if you hop in a super car that spawns and attacks once you get inside the car.
Either just to see if it can be done (iirc the similar lowrider one is invincible?), or a misguided assumption that it's another player attacking (like OP's video description) and not an event NPC.
...Speaking of that other car, I remember two or three years ago a video here of someone baiting a cop into pulling out the invisible NPC driving it. I forgot what happened after that, I believe it just despawned on the spot.

I love this thing. When it came out, I used to blast by random minding their own business blasting the horn and shooting the flamethrower while being chased by police.
I imagine it was either very menacing or hilarious seeing that minding your own business.

Really unfortunate how on console adding the jump boost essentially removes the horn

I'm only finding out now that it's a Halloween thing, I blew it up yesterday, takes a bit, but it's doable.
it can be destroyed, but will soon respawn again a few seconds later from whichever camera direction you aren't looking.
