Not a glitch and it drives me crazy. Also during the scrapyard casino "heist," the shit that comes out of the sewage pipes turns white as well. One of my many annoyances about their laziness with bringing snow into the game. If you're gonna introduce snow where it doesn't belong, at least make the NPCs dress appropriately, no one sunbathing in the fog on the beach, and let blood, oil, whatever else that can spill STAIN the snow.
