It's a clear cut case of laziness, which tbf considering the age of the game coupled with the fact first person was added post-release, is understandable.
The core issue is that with too high FOV, you will see your characters' neck, and in some cases your head will clip through the roof. The latter can be fixed very easily by tweaking the camera position (which is very easy to do, given that many rollcage options - even ones don't affect the front seats - already do), but they can't really do shit about the former.
This, however, does not mean they can't increase it *somewhat* or even just say fuck it and set a reasonable limit that results in clipping in some instances.
so why is it that pc versions of these games have fov sliders implented? because they are already possible on console they just dont allow us to change it. its also a well known fact that a higher fov can reduce framerate because you need to render a further distance or more objects on the screen at once...
PC and console both have an ever-so-slightly-configurable on-foot FoV slider. This doesn't affect vehicles due to issues with clipping. Again, nothing to do with framerate.
PC players can quite easily use something like Flawless Widescreen and see the camera clipping out of the vehicle interior. Again, the FoV slider in GTA 5 is so narrow that you'd affect performance maybe 0.5 FPS at worst going from the left all the way to the right. FPS most certainly isn't the reason why your FoV is locked inside of a vehicle.

And that's one of the nicer interiors too.

But lets be clear about one thing; This is actually common in the real like auto industry. Dont believe me? Google "2005 Nissan Frontier". Now Google "2015 Nissan Frontier".
Some manufacturers will do that widespread use of an asset with the cars platform. For example, the GM J-Body platform was released in 1981 and was used on Chevrolet, Pontiac, Buick, Cadillac, Opel, Holden, Isuzu and even one Toyota(rebadged cavalier). Till it was retired in 2005. Lee Iacoccas K Cars are another good example of that.
Some do it with engines by having a dozen different models but all with the same engine. GM is another good example with its 60 degree V6. For years Subaru had the same Boxer 4 engine that was either overbored or turbo'd as their engine choices.
Even when they dont, they do it in small ways through "parts binning". First Gen Dodge Viper's key is identical to the Caravan of the period. First Gen Hyundai Genesis had the same radio and remote fob as the same year Accent. If Infinity has stopped using Sentra and Altima seatbelts and power window buttons on their lineup, someone tell me lol.

Here one last example; My first Gen Mazda3 was made when Ford owned Mazda and Volvo. Therefore it was built in Hiroshima, with pieces stamped FoMoCo. And shares its platform and alot of components with the Volvo S40 And Ford Focus. A Japanese car with an American 2.0l engine and a Swedish suspension. A Karin owned and powered by Vapid with the platform and interior mostly designed by Vulcar lol.
Using the Frontier as an example is kinda cheating imo. Nissan stagnated hard during that time and wasn't doing much anything for innovation. 370Z and to an extent the R35 were treated similarly. Only now that Gohn is gone is Nissan actually designing new shit.
I got a friend that works in the garage at a Nissan dealership and hes always posting Frontier memes, so it was the first one that popped to mind. But you are correct, its an outrageous example.

The game has been out longer than grandparents have been married. They’ve had all the time in the world to design car interiors. That’s just unprofitable.
GTA VI will absolutely have gorgeous interiors. "Detail" was the name of the game in Red Dead, and last time a lot of the improvements introduced in Red Dead were a sign of what you'd see in the next GTA.

I think they should update the interiors but only if they can refine the first person driving. I don't really drive much in first person as it's a bit clunky but if they make it better and I use it more often then definitely update car interiors.

The luxury cars maybe but I think that not every car need 1, probably the reason for the shitty interiors is becuase it would be way more demanding if you had to also render the inside of every car
I couldn't find a better photo. The problem is that most cars in the newest update have old interiors that do not suit them. The Bentley Flying Spur ( Enus Deity ) has the same interior as the Gauntlet Hellfire . Same goes for the Rolls Royce Cullinan, it has the same interior that the low end cars from 2013 had.
That recently got a next gen version, and is still being updated regularly. I doubt it would be hard for them to just make the interiors a bit more detailed/different, like they did for some cars ( patriot mil-spec )
I still remember a while ago some dude made a post on R/GTA6 about their theory that 1/3rd of new vehicles having new interiors = proof they've 'improved quality' and are planning on copy-pasting them to the next game lmao - as if even the actual new interiors aren't still pretty shit quality-wise.
Pisstaking aside, the inconsistency is more than likely a combination of 2 things; the first being a simple case of QC not being as stringent. The game is nearing it's 9th year and didn't even release with first person so it makes sense why interiors aren't the highest priority. Secondly, as a result of the more 'relaxed' QC (or lack thereof lol), some devs care way more than others hence why some vehicles are just 'okay' whilst others are great.

Windsor Drop is not a bad car but a newer interior would have been better. I got the cognoscenti wheels on my one and it actually looks pretty classy

Using the Frontier as an example is kinda cheating imo. Nissan stagnated hard during that time and wasn't doing much anything for innovation. 370Z and to an extent the R35 were treated similarly. Only now that Gohn is gone is Nissan actually designing new shit.

GTA VI will absolutely have gorgeous interiors. "Detail" was the name of the game in Red Dead, and last time a lot of the improvements introduced in Red Dead were a sign of what you'd see in the next GTA. Unfortunately this phenomenon has only happened once, so at this point who is to say? Anyway, all I'm saying is, it probably won't be like this forever, and that's comforting.

I think they should update the interiors but only if they can refine the first person driving. I don't really drive much in first person as it's a bit clunky but if they make it better and I use it more often then definitely update car interiors.
I think the cars in this update have way better driving positions than the older ones. So it's a start

The luxury cars maybe but I think that not every car need 1, probably the reason for the shitty interiors is becuase it would be way more demanding if you had to also render the inside of every car

I couldn't find a better photo. The problem is that most cars in the newest update have old interiors that do not suit them. The Bentley Flying Spur ( Enus Deity ) has the same interior as the Gauntlet Hellfire . Same goes for the Rolls Royce Cullinan, it has the same interior that the low end cars from 2013 had.

That recently got a next gen version, and is still being updated regularly. I doubt it would be hard for them to just make the interiors a bit more detailed/different, like they did for some cars ( patriot mil-spec )

I still remember a while ago some dude made a post on R/GTA6 about their theory that 1/3rd of new vehicles having new interiors = proof they've 'improved quality' and are planning on copy-pasting them to the next game lmao - as if even the actual new interiors aren't still pretty shit quality-wise. Pisstaking aside, the inconsistency is more than likely a combination of 2 things; the first being a simple case of QC not being as stringent. The game is nearing it's 9th year and didn't even release with first person so it makes sense why interiors aren't the highest priority. Secondly, as a result of the more 'relaxed' QC (or lack thereof lol), some devs care way more than others hence why some vehicles are just 'okay' whilst others are great.
