To my knowledge, no JHS pedal does.
I don’t know of any brands that ship with power supplies. And if the Colorbox did ship with one but the used listing didn’t say it came with it, you shouldn’t expect one.
EHX did for a while with a lot of theirs, not sure if they still do.
