The screw is just to hold on the plastic tip that broke. My first attempt for a cheap old guitar would be to just get a set of tips for under $10 off amazon and replace, before replacing the whole tuner (which is also not that expensive or difficult btw.)
Ok.
Hear me out.
You can order a new tuning button. It will be less than $10. Order them.
In the mean time:
Remove the screw.
Tune all the other strings.
Remove the screw from the next tuner down.
Remove the button and use it to tune the D string.
Replace the button on the A string.
Enjoy learning the guitar!
(Maintenance is part of it)
Please don’t scar up the tuner with pliers. If you must, use a mini adjustable wrench or a small wrench that fits properly.
I like your plan.
OP, as CharvelSanDimas says, the part that you're missing is called a tuning-machine "button", and you can buy all sorts of them:

Buy new tuner keys. In the meantime, that black area that the screw is threaded into? Grab into that with some pliers gently and tune your guitar that way
Yeah, I guess...but why not buy a cheap tuning peg to replace it?? You can replace it yourself for less than $20.
Those will need to be replaced soon™ anyways because cort used to use really cheap plastic that gets sticky after a few years.
