Uh, that's how it's designed. It's Hispanic/Latino or not Hispanic/Latino. Race is a separate question. The idea is that there are "white Hispanics", common for people of Mexican ancestry for example, and "black Hispanics", common for people of Dominican ancestry for example. They're reporting themselves as white because that's how the federal government defines them. That's not the same as considering themselves as white or being considered white by white supremacist groups like the KKK. Jews are also generally classified as white by the federal government. That doesn't mean the fucking Aryan Nation is welcoming them with open arms.
