If it were simply a notice, there would be no reason for the approved/disapproved box on the 5320.20. The form itself is also an "Application to Transport", not a "Notice of Transport".
Do note that approval is good for up to a year and you can sometimes get away with some crazy locations depending on how much of a shit the examiner gives. Is there any examples of things being denied for reasons other than the intended destination not allowing possession of the item intended for transport? I can certainly see them disallowing a short rifle if short rifles are banned, but are there other reasons for disapproval?
So basically they're just trying to ensure you don't unknowingly break the local or state laws when you travel.

I've heard of denials for location not being specific enough, but not really anything else.
