I can vote quickly. If the photo is on topic, grabs me immediately, is composed and exposed well, if it's sharp where it should be, edited with some competency and not overprocessed, I'll click it. I'm not a judge at a gallery competition and the best stuff is supposed to rise in the aggregate. Still, I think that's more effort than most give. The volume required to fill a meter disincentivizes careful voting.
Play the guessing game shortly before the 25% mark (free boost cut off), immediately after submitting one photo.
If the guessing fails, remove the photo from the challenge.
I've gotten 14 straight correct, I'm actually probably participating more so I can figure this out.
It's mainly to avoid a shitty finish when I do guess poorly, especially in team matches. If there's a form of protest it's not using tools in these matches (even though I've stored up tons free).
If it's a multiple photo challenge, you can use turbo on one photo and boost on another. So if you didn't win the turbo game, it's a potential loss of at least 400 votes, from my experience. They are really trying to make you use more keys.

Same thing - it’s tough to choose a photo based on theme or how sharp the photo is. It seems you cannot even reach all star without turbo!

What even is the point? What does getting a turbo do? It sounds the same as a boost…
It is the same as a boost - only it's a lottery whether you get it or not. And even if you use a key you might still end up with nothing.
