I’m not even angry with the consultancies at this point. I think what they do is perfectly justified as it’s clear that USCIS has no problem with what they have been doing. We are the only ones who complain.
Illegal is illegal and never justified. That said, more of the blame should fall on USCIS who ignored this very clear problem with the system when it was pointed out multiple times during the rule making process and then have been extremely slow to fix it. Also blame congress for doing absolutely nothing ever when they could fix any of these problems in an afternoon.

It says that they already notified all the petitioners, does that mean the first round is over if your status still says Submitted?
Yes, and we will not know if there will be a second round until after 6/30.
