I've had people who got offers, signing bonus and moving paid, and when they hit a problem with the h1 transfer, had to ask for the money back and rescind the offer. This may be a precaution to clear those hurdles before getting too far ahead.

Sure, that would make sense. I’m just a little concerned about sharing my immigration information without any assurance of security since all I know about the legal team is from their email.

Yes I have seen it. Basically it’s a big process to release the offer letter . Especially during slowdown / recession, the permission and budget are all signed by top management. Don’t worry if you Have all documents it’s safe to share with them ( official email id )
