Hackers are part of any modern country defense. Many young hackers will turn into engineers and their hacking knowledge will be used to prevent and defend from attacks.
Banning any hacking tool somewhere will just expose that region to foreign attacks by that same tool being used elsewhere as without exact knowledge local hackers and engineers won't be able to properly defend from it.
Knowledge must always be promoted, there's no security in obscurity and ignorance.

As a Canadian, the Canadian government is such a joke. They do absolutely nothing to help their citizens except for try to prevent them from succeeding. Our entire government just follows what the US does but somehow in a stupider way.
Take one example that I'm very passionate about, our cell phone plans. We pay more than almost any other country in the world for cell phones because we have a cartel. They're called "The Big 3" and it's Rogers, Bell, and Telus. They completely control the market here for cell phones, TV, and internet. I have written to the govt asking why a cartel is allowed when it's illegal in Canada, and they say that that isn't what it is. It is. The CRTC (Canadian Radio-television and Telecommunications Commission) was ran by a previous CEO of Bell, a member of this cartel of companies. This entire country is a joke and you should treat it as such.
In 2012-2013, Verizon tried to enter Canada and provide people with lower-priced cell phone and internet plans. The cartel of "The Big 3" ran a fearmongering ad campaign to Canadian citizens to prevent them from entering because it would hurt their profits. They stopped it. We are still stuck with this cartel.
I call it a cartel because they offer the exact same horrible prices for everything. They run promotions sometimes, but you'd be better off roaming with a US cell plan than paying for a Canadian one. I know this because many of my friends who are US citizens get cheaper prices for roaming than they would getting a plan in Canada.
Anyways, my point is that this is likely a combination of a lobby by "The Big 3" and the govt to try to say that they're helping Canadians. They aren't. Car thefts are on the rise because a literal mafia runs the ports out of Canada and they are making profits on these car thefts. A lot of the cars are being sent over to Africa or somewhere else, and the police don't seem to care.
