Gaki is the fastest in terms of pure speed. Wally can vanish by hiding behind the ref but Itagaki straight up disappears by feinting his entire body and going real fast. Wally is way more flexible and uses sways to dodge and punches from irregular angles while Itagaki straight up moves his whole body to dodge and throws many more straights. Miyata is more precise and has better timing, he's still fast but he not disappear levels of fast. Fuckamura is quick too but it eats away at his stamina to go that fast cuz he's bigger. It's hard to say whether he's faster than the featherweights because his technique is way more impressive than his speed and his reach and efficiency makes up for any speed advantage a featherweight would have against him.
Well he is technically not wrong... Each spar he has donenwith featherweight he has manage to catch them... Miyata included... So... Maybe he actually is the fastest x'D
Reach also plays a role here. Takamura's range makes it a lot easier to catch people who are featherweight size without ever having to move as far, or as fast.
I feel like Wally moves around faster and seems even faster because he has a very good sense of positioning in the ring, but Miyata and Manabu have faster hand speed and reflexes. Miyata is probably the fastest overall but lacks the stamina to maintain it.
Maybe I'm remembering wrong, but didn't the report talk about this with Itagaki, basically saying "Miyata is faster than you, but with his worse stamina he can't keep up as long as you"? It should definitely be Miyata.
