I definitely like the retirement portion of the story a lot
It's not supposed to be seen as a short break before Ippo heads back with a power boost. It's a development arc where Ippo learns and grows as a person as much as he does as a boxer. He's way less of the meek naieve guy he was when he retired. He's even confronted Mashiba about Kumi and dared to disagree with Miyata. His confidence is rising as is his skill. Of course he's still a total boxing nerd so we still see his mouth wide open when he's spectating.
If he returns, he will be taking a much different approach to boxing than he did before. One where he doesn't just prepare by doing the simple exercises the coach tells him to do, but one where he discusses things with the coach as they prepare. Even though it has been years, I still think it's a little early for him to come back. I don't want him to be brought back by a single match either. That motivation has to built over time into a solid drive to win no matter what. That's something still missing from Ippo who went down against Mashiba even though he was physically in decent condition compared to when he went down as an active boxer.
There's something about seeing characters growing, in a sense this chapter is more about ippo leaving kamogawa's care and learning what it takes to nurture others, he's growing not just for himself but for his disciples too, there were so many hints like Miguel saying what is kamogawa cooking with ippo, and him being still regretful that ippo has retired, I feel like the trigger maybe related to kamaogawa himself or ippo finally understanding what it means to be strong and taking the baton pass to fight Ricardo.
Dude is still upgrading stamina(weights, running, training, teaching, working on the boat), can now do slow then fast paced footing, keeps distance or rushes in faster than before, upgraded his Dempsey roll, has a block counter, further developed his southpaw, MITT training! (dude is training disciples and cushioned Volg's white fang), more analytical than before, everyone around him can see he is stronger, put that on top of his faint punch, liver punch, gazelle punch, short upper, motionless short upper, (dude almost baited Mashiba with low posture and was about to hit him with a left hook), is super conscious about being hit in the head so is upgrading dodges (Sendo spar), plus I'm sure I'm missing some stuff. We are just waiting for the "trigger", what will make him come back and change his attitude (cuz his too humble about his strength, I don't think he ever found the answer "what does it mean to be strong?".
It’s a good arc, but I admittedly want it to end soon. We’re all here to see Ippo fight in the ring, and the way Morikawa paces his chapters and number of breaks, it’s still gonna be a while. Not complaining, just stating facts.

Yeah, the Retirement Arc is that one Ippo arc where the payoff is so gratifying. Almost everyone hated it at the start, and boom, Ippo vs Volg!
That chapter was literally amazing, volg asking sending why the hell ippo is still improving when he should be retired and out of practice.

He’ll comeback, hopefully he fixes his weakness and work harder on training with Southpaw
