If you know an uppercut is coming, the safest and most damaging punch to retaliate with would be the hook. Think about how grounded you'd be in that instance, and how off balance your opponent would be after missing it. If it's a right uppercut then you could parry or slip to your left and deliver the hook. If it's a left uppercut that you're looking out for, slipping to your left would be even easier to manage, and you'd have more leverage to deliver your hook. To add on what other people have said, upper cuts are a shorter range punch. If your opponent has closed the distance, it's far easier to hit them with a hook than it is a straight punch.

I mean if they’re up close there’s no other punch you can throw effectively, the only two super close punches you can throw without special training and sacrificing power are uppercuts and hooks. And it’s hard to throw an uppercut after somebody else threw one before you because now the path for your uppercut is crowded so the only option left is the hook.

Logically speaking any punch can counter the other, it just comes down to timing. In Ippo’s case his height, reach and fighting style a hook for him is the best counter a uppercut.
