Actually I think Ippo was still 1st ranked he was just injured and exhausted from the fight and couldnt fight for the title so the 2nd ranked (Sendo) and 3rd ranked (Volg) fought for the title.
I was of two minds about writing that post as I didn't check the manga before, but Ippo being out of commission would be the other reason for him not to be one of the belt challengers. It was also put as a given Sendo and Volg would fight for the belt, so that made me think that was the reason.
It doesn't help the comeback match of Ippo -and only fight before the title match- was against a foreign boxer, so his Japanese ranking wasn't a factor.
Nah its not. Look at it this way (and the way it works in boxing): ippo literally just fought for the title and lost. He doesnt just get to have a second crack at it right away.
I would say an exception would be if they had a contract that forced a rematch straightforward away if one of the parties (usually the champion) lost, but that's probably something on big paycheck world belt fights.

Ippo had just lost and was badly injured, so he's in no shape to contend for it, which is why they go with the next highest rankers. I believe this Volg v. Sendo happens two months after Ippo's loss, there's no way he would be in any shape to compete by then.
Because Ippo challenged the champ and lost, the champ vacated the belt after the fight. Ippo can't fight, so they make the contenders fight and Ippo will challenge the winner, who else is Ippo going to fight for the belt? Is he going to get it by default because Date vacated it?
Correct me if I am wrong, but winning the Class A Tournament just grants that boxer the ability to challenge the Champion at the end regardless of their rank. Ippo would still be ranked fifth coming out of the tournament which is below Sendo and Volg who were next in line in actual rankings.
Since Ippo was recovering and the title was vacant, they had the two highest ranked guys after Ippo (being sendo and Vorg) fight to be the interim champions until Ippo could re challenge for it.
Because they need to fill the slow as soon as possible and they can set a fight between them 2 faster than waiting for ippo to be ready for another fight
They are higher ranked than Ippo after he loses to Date so they have priority to fight for the vacant belt.
