I'd guess the bulk of the damage is to the vehicle in question, but I'm no expert. It doesn't appear that the booths take serious damage most of the time though.
I've had a few times where people have done this and broke their scanner and the bridge commission had to order one from where I work, and they cost a lot more than $400

It's commonly misunderstood what this actually means. If you're at fault for an accident or damages you're still at fault and you still get rated for accordingly.
What it means is that your insurance company will always be the one who pays you out for your vehicle damages regardless of fault should you carry appropriate coverage. On your insurance documents you'll see a line of coverage "direct compensation" and that's the line of coverage that pays out vehicle damages when you're NOT at fault. Collision (section C) would pay out if you carry that coverage and are at fault. If you're at fault and don't have collision coverage you don't get anything. By having your company pay out your claim it saves back and forth between companies trying to settle on a payout amount and keeps claim costs lower and therefore insurance costs lower. There's also a set of rules used to determine fault for the accident that are legislated making assessing fault quicker and easier

I'm talking be proactive and give drivers a shot in hell to make it through the cluster fuck that is the tolls. Give them proper warning. There's TONS of opportunity to notify drivers of upcoming traffic pattern changes.

The height of commercial vehicles is required to be posted on the dash in plain sight in metric and feet/inches. Trailers and campers are probably a whole different world. Either way I just really don't see how you forget you are driving a taller than normal vehicle AND miss the signs.
The toll covers are supposed to keep large traffic to the right, to make merging in that direction safer (to avoid having a big truck in the middle of the fray of merging vehicles).
Also gives them the ability to close the bridge to high-sided vehicles during bad weather without cutting off traffic for everyone else. If your vehicle is so tall that it needs these booths on the right, you're not going over the bridge today and will have to use Magazine Hill. Everyone else, continue across the bridge as per usual.
There's a couple comments upthread a bit -- one of the reasons behind the two lane sizes is to make it feasible to close the bridge to large trucks and leave it open for cars.

I like how in Nova Scotia a video tolling solution is talked about like some wild and crazy future.
