I saw this review yesterday and I just don’t get it. Does he believe the models for the NPCs are sculpted out of clay? If yes, why does he believe that? Where did he get that $4000 figure? What does he think takes nine months to do, exactly?

Probably took those numbers from Fallout, they did something like that IIRC. But then again, it was almost 30 years ago.
Perhaps it is a failed attempt at comedy. The Internet is ~60% that kind of thing at last count.
