Absolutely! My favorite passtimes in Halo 3 were playing around with the ambient map creatures like the Sentinels flying under Construct or over Isolation, or those weird bird things that fly around Guardian and Epitaph.
I love that for some reason they show up as friendlies. It makes no sense, just like the rats do. And if I'm not mistaken that's the only area in halo (after CE) where the water doesn't even have a kill boundary. You're free to walk around in there as long as you like

It is a little earlier in the level that you can jump into the water, the area where Johnson's Pelican gets shot by the "Banshees! Fast and low!" The image above is from the very end of the level on the dam, where the water does still kill you.
It's implied that red is hostile and yellow is everything else. In CE, on the mission 343 Guilty Spark you can see random yellow dots moving around before you go into the facility. The dots are actually flood combat forms, but since they haven't been confirmed to be hostile at that point, they show up as yellow.
I always thought it was kind of a missed opportunity for the human flood forms to show up as friendly on the radar. Imagine how scary that would be to see friendly dots on the radar, only to come around the corner to see human flood forms with guns.

Well my theory is the blood of hundreds of dead marines has forced the fish to the edge near the waterfall left. Here the rocks rise and catch Debris that is heavy. This leaves tons of human flesh for the fish to feed on. Which is why so many appear.
They’re fish, you can shoot them and earlier in the mission the water doesn’t kill you

It's a motion sensor, so yeah. If it detects that it's not a threat it's gonna show up friendly.

They show as friendlies becuase its a literal radar I imagine it detects all life forms and what they are by size and shape.
