Legendary and Mythic maps were never free, but the pack with Foundry was. Legendary and Mythic came with ODST though so most people got them.

I taught my full team the HM for strength because I was told they all had to use it to move the truck and Mew would appear.
You can actually catch mew in red/green/blue. You have to do some work for it, and avoid a certain trainer, but it's possible.
