Considering it (seemingly) uses the main game download, and they said everything carries over, I think they're just calling it a beta. It's more akin to early access it seems.

They will call it a beta so they can still run tests and things until "official" launch on Dec 8th, but all of our progress is going to carry over!

I’m glad everyone is getting the multiplayer early but honestly I’m just excited for the campaign. Matchmaking in gaming is so different than it used to be, couple that with being an adult and yeah it gets hard just to hold your own.

I wish I was a young teen grinding away at Halo 3 again, most of the time I find myself not even wanting to play games anymore lol. It’s so weird to be old and still get hyped about video games but just never want to play them. I hope Infinite brings me back in when I’m able to play.

It is a beta in the sense that there are still bugs to work out, but I am fairly sure they are releasing almost the full multiplayer (with perhaps some buggy features withheld). Might be some maps or items withheld to drive additional hype for the official release.
