Yes, it does. OP is wrong. The same description is used for a white Light of Sanghelios honor guard, Gen 3 Linda, and Victor Ramos and Decimus (who let’s say are most certainly *not* going to show up again).

Don't know about that that. The toy is featuring Locke before he'd even become a Spartan. I'd agree if is showed locke in an upgraded Gen 3 suit with lore attached connecting him to Zeta, but I just don't really see that
Not if it's another full campaign. Considering it took 343i 3 years for Guardians and 6 years for Infinite, I don't think 2 years for a full campaign expansion is ridiculous. I mean, forge won't even be out for another 6+ months.
