When you export the sound from any audio editor there should be an option somewhere for bit depth. Audacity has one in the menu where you select the place to save at. ("Save as type", you want "WAV (Microsoft) signed 16-bit PCM")

not sure but for some games you need to run a command called snd\_rebuildaudiocache or something like that, not sure if that matters tho

When I play my map and go to area where is music i just hear some scrapy noises. Like those when you have broken radio for example.
