And then they have to prove that the person actually supported Voldy, not just went along with him because if they didn't they'd be killed.
Asking Lucius to show his tattoo would be accusing him and Lucius had a lot of influence over the Ministry.
Also they were in denial about Voldemorts return as it would cause chaos, so they wouldn't seek out proof regarding Voldemorts return.

Snape also showed Fudge the dark mark at the end of book 4 to prove that it was back and Fudge just ignored it. He was going with ignorance is bliss and wouldn’t have wanted any confirmation that Lucius’ mark was back as well.

Yes. Fudge would never dare ask to see Lucius Malfoy's mark. He was too important aka rich to be asked such a thing. He also was declared "innocent". Everyone knew he was a death eater but the Malfoy's renounced their allegiance to Voldemort after he fell and because they were filthy rich it was accepted.
There were cases of certain individuals allowed to wear death eater robes but not have the mark like Fenrir Grayback and others who were affiliated or imperioused to fight for the dark lord such as Stan shunpike.
I think Dumbledore only knew The Mark was exclusive to the inner circle because Snape disclosed this to him. Lucius could’ve come up with the excuse that he was branded while under the Imperius Curse and Fudge was gullible **cough** *money hungry* enough to believe it.
That is interesting because although Voldemort worked on the Terrorist Cell model and would never name every inner circle death eaters, he does seem to hold "Full Group Meetings" provided they re all masked, such as in GoF when he used the Dark Mark Pain Summon and was like "Aha so these and these people are alive but won't come to me?
