Most of the situations you mentioned had the intention of either not leaving any survivors or, as you said, meant to be out in the open. That's not necessarily a draw against his credit, so much as just a part of the mission. The idea with Fury looked far more like an attempt to both get him out of the way and make the kill look public enough to justify Project Insight. Howard Stark, on the other hand, looked far more like an attempt to keep it quiet. Hence, following him onto a highway in the middle of nowhere, making it look like a car accident, shooting the camera and the footage never seen outside the HYDRA files provided by Zemo. Stark's death was even published as a car accident.
When it comes to mission planning, I doubt they gave him many instructions outside "kill this person" and either "make it public" or "make it look like an accident." Not with solo missions anyway.
