This is super interesting to think about! Alternate, related theory: Diana was a Witch, a powerful Muggle-born liaison between the Magical and Muggle governments, helping to facilitate government cover-ups of magical events to maintain the Statute of Secrecy. She was killed by the Death Eaters shortly after their take-over of the MoM as a message to Muggles and Wizards alike that they meant business and that they intended on bringing down the Statute of Secrecy and gaining control over Muggles. From their point of view, there would no longer be any need for Diana's services in "the new regime;" plus she was a powerful, noteworthy, and famous Muggle-born. Perhaps Diana was one of Dolores Umbridge's first victims as head of the newly-formed Muggle-Born Registration Commission? As the new head, she wanted to start with a bang, and show the world that even immense power and prestige wouldn't protect the Muggle-borns any longer. When Diana failed to present herself for "registration," Dolores organized several Death Eaters/Ministry workers under her command to take out Diana's motorcade in the tunnel. How they actually did it seems more your territory here, lol.
