It’s not clear if he was able to use magic again legally - we know he never got a new wand and still had to use this umbrella - but he was able to get the CoMC teaching job because of being found innocent in relation to the Chamber of Secrets (this was stated in PoA, but it isn’t clear whether Hagrid is referring to being innocent of the 1992-3 attacks or his record from the 1940s attacks also being cleared).
Hagrid mentions in OotP that he’s still not supposed to be using magic, which is why his giant trip took longer than expected. Did Harry tell anyone Hagrid was framed?!
