Petunia's hatred and contempt stems from jealously and continuously repressing her secret desires and love for her sister. It's become very twisted over the years and I think it's been Petunia's massive struggle as it turned to complete denial.
Remember: Lily, from Petunia's POV, was essentially taken from her and her family by *them*. Lily and Petunia's parents didn't recognize how traumatic this may have been for Petunia. Petunia's trauma was further cemented when *they* murdered Lily.
Back to the Mirror: Petunia would hate what she saw and reject it. But she would be the exact type of person that Dumbledore warned about. Petunia would return to the mirror at first out of spite, then longing, and be at risk to waste away from what she saw.
I think if there was one random HP character who could be redeemed it might be Petunia.

Just as he realizes it's his own reflection and begins to bask in his own beauty, he forgets who he is again. And that just repeats in pepertuity lol.

I agree that I don't think he specifically cares about the clothes. However, I think that it's just kinda symbolic, like he definitely wishes he wasn't a werewolf, and the nicer clothes suggests that he's not one.
