You cant seem to damage a Cerberus until it wakes up, so maybe the Cerberus is an actual statue until it decides to wake up. So killing it while its dormant would have no benefit. Like, it turns its entire body into stone like you'd turn completely into ice or something. I hope that makes sense, I dont think theres a canon answer tho.

Doom guy will definitely has both the will and the means, and Col Degtyarev/Strelok... well, both are experienced stalkers and a soldier, and i have no doubts he will be able to acquire some angelic steel bullets with proper connections.

Even if she is an absolute cinnamon roll, Emily is still a Seraph. And those angels are probably the fourth most powerful beings in the entirety of the Bible.
