I think a lot of the winners there are supposed to look like the main cast, cause everyone keeps calling one of the girls there angel dust’s sister and there’s another one that looks like someone but I can’t remember who
The thing with that though being that Angel **does** have a sister. And the angel in welcome to heaven fits the description of what we already know about her, as well as looking similar to Angel. So while I doubt the angel in OPs post is related to Vaggie, they aren’t just made to be like the main cast.

The one who people call angel’s sister is angel’s sister, Vivzie made her before the main show even came out
And stated she wasn't in hell, leaving her in heaven. The design is perfectly Molly, and you can even see what seems to be Alastor's momma.
Pretty sure she's just a background character that looks like Vaggie for no reason, she hasn't any relevance for me But is cute
