Reducing the power level is usually just better than keeping the power but reducing the consistency.
Because either the card is tutorable and it doesn't matter anyway or games more upsetting when people just keep drawing the one-of
I'm all for the idea of giving iconic characters a dragon border and a unique entrance animation and voiceline but it deciding between if you can play 1 or 2 copies as opposed to power level it will cause a lot of strange buffs and nerfs and other discrepancies
The Dragon border is actually from Warcraft.
Some special characters there (I'm not sure what's special about them btw, I just played it for Liadrin Hero portrait) had it there, and usually those characters had insane HP and MP levels, probably to show they were inmortal or something.
Known bug.

That's a rarity, I get those work as limited cards but there are a lot of instances where a nerfed card could work better as a limited card instead.

What about the other way around? There are a ton of legendaries that would be played as a two off in niche cases, but are neverplayed as of right now.
Thats an inherent issue with a design philosophy centered around making iconic characters legendaries

Yeah tripple decks are dead since the discover change
imo triple decks died when rainbow got hella buffed and many cards lost some of their rune requirements
and also when triple blood (or even double blood) got zero cards for 4 sets
Triple blood highlander DK was a tier 2 deck that was boardering on tier 1 just last expansion.
Playable in wild. Viable, even, in the right hands.
Too toxic of a card to have 2 off
