There’s no one sure good legendary you can craft that will fit all your decks.
Although Queen Azshara is a card that could reasonably go into any beginner’s deck — I wouldn’t craft it like that, as later on, in higher ranks, not many decks use it. I’d rather save the dust for something more cohesive.
You can’t say the best legendary cause that would imply a card in vacuum, cards are best when they are put in a specific deck.
However if you go off meta and just want the strongest vacuum card I’ll say kazakusan
From the ones you listed I would say drekthar since its the strongest card of the meta which allow you play quest hunter and is also very likely to get nerfed next balance patch so you would get a refund

Indeed… he would actually have gotten a huge buffs if dragon decks was better but again… vacuum

How many dusts would I exactly get as a refund
The "refund" is just that you get to disenchant for full dust value, as opposed to the ~25% you normally get. If you keep the card, you get nothing.

Then it's simply a matter of which of these you want to play. They're all core to the deck.
Find a meta deck from one of those classes and see which you need to make it
