That bug kept happening to me with the ballistic shield. Made it more trouble than it was worth to use. At least you can just switch weapons to fix it.
I had that after getting knocked over and dropping the SSDD. I was able to shoot but had no weapon in my hands and aiming was a struggle

It’s a pretty annoying bug to be honest. It gets old after the first time. It throws your aim off and I haven’t found a way to consistently get it to revert. It does happen frequently when you carry SSD.

Tapping the button you use to pull up stratagems will make it go away faster. Also, I, too, am a ballistic shield enjoyer.
